The Operational Programme “Human Resources Development” 2007-2013 (OP HRD) is an integral part of the National Strategic Reference Framework, one of the main goals of which is to enhance the potential of the human capital and to achieve levels of employment, incomes and social integration ensuring a high quality of life.
The management of the Operational Programme lies with a Managing Authority (Ministry of Labour and Social Policy) and three Intermediate Bodies which are directly responsible for the implementation of the specific priorities of the Operational Programme.
The Ministry of Education and Science acts as Intermediate Body for the Programme through General Directorate “Structural Funds and International Educational Programmes”.
GD SFIEP is responsible for managing Priority Axis 3 “Improving the quality of education and training in correspondence with the labour market needs for building a knowledge-based economy” and Priority Axis 4 “Improving the access to education and training” of the OP.
The strategic objective of OP HRD is to improve the quality of life for people in Bulgaria through enhancing the human capital, achieving high levels of employment, increasing productivity, ensuring access to high-quality education and life-long learning, and enhancing social inclusion.
